Promoted Listings is not a second final value fee. The eBay fees explained card already stacks insertion, category FVF, and the $0.30/$0.40 per-order line. This card is the ad rate you set sitting on top of that sale — only when the order is ads-attributed. It is also not Etsy Offsite Ads: Etsy’s 12% / 15% is a different product on a different marketplace.
Sold price defaults to the sibling’s $100 most-categories sketch so the FVF stack is a number you already know: 13.6% + $0.40 = $14.00 organic fees, $86.00 keep. The ad-% field starts empty. Type the rate on the campaign. Demo buttons are “if you set this %” — not eBay’s published default.
Ad fee = (item + shipping + tax you typed) × your ad %. Same base shape as FVF on the explained page. Keep = sold price − FVF − per-order − insertion − ad fee. You do not keep the tax dollar. Empty ad % is treated as “not modeled yet,” not as a published 0% program. Planning only.
A “what does eBay Promoted Listings cost?” headline that prints 2% or 5% as the rate is the wrong unit. The sibling eBay seller fees explained page is insertion + category final value fee + per-order. It already refused to invent a Promoted Listings percent when US help id=4164 did not return a usable table. This card is that missing layer: a cost-per-sale ad rate you typed in the campaign, billed when the sale is attributed, sitting on the same checkout that already paid FVF.

The FVF line did not change. The extra cut is the ad fee. 3%, 4%, and 6% are seller-set examples so the delta is a dollar, not a slogan. They are not a published Express/Priority table.
The brief asked for official 2026 Express or Priority rules if Help prints a rate. Live US URLs for Promoted Listings Express and Priority redirected to eBay’s captcha splash on 28 Aug 2026. No 2026 take-rate table came back. Gaps, stated:

Practical split: this calculator is the General/Standard extra cut on an attributed sale. Priority spend is a daily CPC budget that can fire without a sale. Model that from campaign reports, not as a second FVF.
Etsy Offsite Ads is Etsy paying to show a listing off-site, then billing 15% (under $10k / 365 days) or 12% (at/over $10k) on an attributed order, capped at $100 USD. That rate is printed by Etsy Help. You do not type it.
eBay Promoted Listings General is on-eBay (and eBay-network) advertising where you pick the percent. Putting 12 or 15 in this card because you sell on both marketplaces mixes two products. Offsite ads are not this. If you need the Etsy attributed-order keep, use that card. If you need eBay FVF without ads, use eBay fees explained.
UK FAQ (live): you pay when a buyer clicks a Standard ad and then purchases a Promoted Listings Standard item within 30 days. Direct = they bought the ad item. Halo = they bought a different item that was in an active Standard campaign. Impressions are not the bill.
Third-party writeups in 2026 describe a US/Canada “any-click in the last 30 days” change for General campaigns. That may be real in Seller Hub. It is not quoted here as official because the US Promoted Listings help article did not return a body on this fetch. Do not let a blog’s attribution scare-rate become your default ad %. Read the campaign’s attributed-sale flag, then type the ad rate that was in effect.
Organic search on the same SKU: leave ad % empty or 0. Blending a month of mixed organic + attributed orders into one “effective 4%” is a stress test, not the FVF table.

That identity is planning math using the percents you typed. It is not a new official FVF band.
